Regional Rape Crisis Centre: Project Worker (x 4 part time posts)

Part time & Fixed Term contract: 30 months: Sept 2017 – March 2020
Salary: € 39,819 – €42,667 pro rata
Based in: Kerry, Galway, Wexford and Dublin.

Employer: The Galway Rape Crisis Centre (GRCC) Limited is seeking applications from suitably qualified persons who wish to be considered for the post of Manuela Programme: Project worker. The project worker will be delivering training on the Manuela Programme based in one of four centres nationally. GRCC Limited is strategic partner to three Rape Crisis Centres located in Wexford, Kerry & Dublin in the delivery of the programme. This is a half time post subject to Garda Clearance.

GRCC is a non-governmental organisation (NGO) based in Galway City. The Centre opened its doors in 1984, and since then has provided counselling and support services to survivors of sexual violence and abuse in the West of Ireland.

Experience Required

We are recruiting Project Workers to deliver the Manuela Programme (hereafter MP). The MP is a Sexual Violence Awareness Programme developed collaboratively by the Manuela Riedo Foundation and Irish Rape Crisis Centres for use with young people. This Programme is the beneficiary of EU funding and is rolled out in partnership with Tusla: Child and Family Agency. It will run for approximately 30 months with the evaluation of the programme a central goal.  We require trainers with a relevant qualification to deliver the programme and support the evaluation process of same.  Experience in programme delivery to young people, training, building cross disciplinary relationships and working in the sexual violence field is desirable. Reporting Relationship

 

 

 

 

Project Worker (for the Manuela Programme) reports to the relevant Centre manager on a day to day basis and to the Manuela Programme Project Coordinator; Domestic, Sexual and Gender Based Violence Services Programme, Tusla: Child and Family Agency on all matter relating to EU Project compliance.

This EU funded post is administered via Galway Rape Crisis Centre, and as such they are the Project Worker employers.

 

Scope and Purpose of the Post

 

 

To market, roll out and train and support appropriate staff to deliver the Manuela Programme (a sexual consent and sexual violence prevention programme) within a range of educational settings largely targeting 15-17 year old young people.

To network with a range of stakeholders to ensure the development and up take of the programme and its concurrent staff training piece across educational and other settings.

To support and administer the evaluation of the Manuela Programme

Duties and Responsibilities Project Worker (with responsibility for the Manuela Programme) will work with the Grade VII, Project Coordinator  Domestic Sexual and Gender Based Violence Services Programme,  the relevant Rape Crisis Centre Service Managers and other stakeholders to:

Standards

  • Adhere to relevant procurement and financial legislation, regulations and standards.
  • Work as part of a team across a multiagency setting.
  • Establish effective working relationships with internal and external stakeholders across statutory agencies, non-governmental organisations and others.
  • Demonstrate a clear understanding of Better Outcomes, Brighter Futures, child protection, dynamics of power & control and sexual violence.

 

 

Administrative

  • Maintain up to date records and contact lists on all implementation and possible implementation sites for internal and external reporting requirements.
  • Ensure the evaluation tasks and related paperwork are completed, collated and centralised, evidencing same.
  • Link with all Project personnel (Project Coordinator and Project Workers) to ensure on all aspects of the administration of the project deliverables are in line with best practice.
  • Support aspects of document development for projects.
  • Support budget management and procurement processes.
  • Develop close contacts with education providers and other stakeholder’s e.g. young people, boards of management, parent groups, in the respective region.
  • Maintain a database of all educational and other project contacts, requests, roll outs and number of young person’s/ educators reached and outcomes.
  • Administer pre and post programme evaluation sheets and maintain records of same
  • Generate project reports maintain project records.

 

Delivery

  • Deliver agreed training and programme interventions to educators, sexual violence service providers, and youth support personnel and other relevant stakeholders.
  • Mentor and support the programme delivery to a varied group (ages and backgrounds) of young people and adults.
  • Develop, support and administer good practice safety protocols for programme participants across the continuum with sexual violence service providers and relevant child protection personnel.
  • Be open to new ideas and ways of working with the ability to relate positively and empathetically but without collusion.
  • Target minority populations who are likely to be excluded from mainstream education.
  • Contribute to the development of policies, procedures, guidelines and safe financial practice and adhere to relevant legislation, regulations and standards and ensure services comply with same.
  • Contribute to development and implementation of evaluation and monitoring mechanisms for projects, in particular to establish an evidence base around effective education and prevention strategies for young people relevant to sexual violence.

  • Maintain standards of practice and levels of professional knowledge by participating in continuous professional development initiatives and attendance at courses as appropriate.
  • Attend supervision in line with the Centre policy.

Eligibility Criteria

Qualifications and / or Experience

Candidates must by the closing date possess the following as relevant to the role: –

  • Hold a recognised qualification in a relevant discipline (counselling, social work, youth work,  psychology, community development, education etc)
  • Significant experience in group work, facilitative training, youth and sexual violence programme delivery.
  • Significant experience with working in multi-agency and/or cross-sectoral environments in the delivery of agreed outcomes.
  • Experience of working on projects related to social change and/or domestic, sexual and gender based violence.
  •  Experience of evidence based programmes and evaluation processes, including SDQ’s, administration of feedback forms.
  • Experience of managing a complex array of stakeholder relationships in a competitive environment.
  • Have the requisite knowledge and ability for the proper discharge of the duties of the office.

 

Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Terms and Conditions of Employment

Tenure

 

This post is for a fixed term of up to 30 months. As the substantive funding for this post arises from funding under the EU Justice programme, a Specified Purpose Contract will apply.

Appointment as an employee of the Child & Family Agency is governed by the Child and Family Agency Act, 2013 and the Public Service Management (Recruitment and Appointments) Act 2004.
